Add aarch64 as 64bit environment

PR adds aarch64 as 64bit environment for GCC compilers. Building through msys2 for aarch64 windows, the build config falls through the windows section and selects the 32bit environment flag, limiting the max RAM.

Test Plan

Run Krita on aarch64/arm64 windows environment and observe that memory is not limited to 2gb.

In case a patch breaks the build, both the author and the reviewer should be contacted to fix the build. If this is not possible, the commits shall be reverted, and a notification with the reasoning and any relevant logs shall be sent to the mailing list, kimageshop@kde.org.
