JPEG XL: Fix potential lockup when loading multi-page images

A multi-page, animated JXL image (with frame duration set at 0xFFFFFFFF), can cause a deadlock when loaded in Krita. This MR tries to fix this by setting the aforementioned frame duration to 1 instead, so all frames (from all pages) can be loaded.

Also fix some values in advanced export options to correctly reflect with libjxl API docs (Modular encoding and Group order)

Test Plan

Multi-page image test: plot-multipage.jxl

  • Verify if that image is loaded correctly (all 5 frames loaded in timeline)
