Support translating the Windows NSIS installer
Preparing the NSIS installer to allow translating strings. The target is to allow a one-off solution to go with the 4.3.0 release, before the translation workflow is properly figured out. (See bug report)
I also made a tentative Traditional Chinese translation as a placeholder (it's functional but probably not perfect).
A Simplified Chinese translation made by Tyson Tan is included.
I do not yet have plans on integrating these strings with the KDE translation workflow, but comments are welcomed.
Note: I don't have a full build setup so I have not tested the full packaging process from start to finish.
