Update NSIS installer to provide TC and SC translations

Add the Traditional Chinese and Simplified Chinese NSIS installer translations for the 4.3.0 release.

This commit had also been cherry-picked into the krita/4.3 branch as 68b2438d.

Note: Don't merge before the installer of the latest binary factory build (https://binary-factory.kde.org/job/Krita_Stable_Windows_Build/) can be confirmed to work properly.
