Add tooltips to brush HUD in popup palette

This MR adds tooltips to buttons in the brush HUD, as discussed in MR !474 (closed).

Test Plan

  1. Bring up the popup palette, open brush HUD
  2. Check the tooltips on 'reload preset' and 'configure' buttons.
