SeExpr: integrate translations

Amy spark requested to merge lsegovia/krita:work/amyspark/lookup-seexpr-translations into krita/4.3

This MR allows Krita to start using SeExpr's translations.

Tested with:

  • AppImages
  • Windows release zip package
  • macOS's osxdeploy.sh DMG

Test Plan

Open Krita from any build, and test Krita and SeExpr have a working translation.

The quickest smoke test is to check that SeExpr's UI matches the system language, check "Add new variable" button.
