Added a checkbox to toggle between zoom dependent or independent anchors

Added a checkbox to toggle between zoom dependent or independent anchors. This is just to avoid unintentionally clicking on any anchors when zoomed out a bit.

Test Plan

Start a selection with magnetic lasso, midway toggle the "Zoom Independent Anchors" checkbox, now the the checkbox should change their size depending on the zoom level, from completely dissapearing when zoomed out to as a big as a thumb when zoomed in, of course this would change if the checkbox is checked, making it constant size on any zoom levels.
