Make the 'Properties...' context menu item translatable

Currently, due to the unneeded context, the "Properties..." context menu item for the "Layers" docker cannot be translated. This patch removes the context and makes it translatable.

Test Plan

Switch to the translated locale. Create a texture. Right-click on the layer item in the "Layers" docker. The first item should be translated, but it is not.
