Add support for user themes (Linux only)

Since I started to use Krita, I have noticed that it doesn't display the color schemes that are located in $HOME/.local/color-schemes (The directory where downloaded color schemes are located) in Settings > Themes. So I added a few lines of code to and add those specific themes to the list. One thing is, I made the feature Linux only with the Q_OS_LINUX flag, because having 2 color scheme directories for Mac and Windows would seem kind of weird.

Test Plan

Open up Krita, and head for option Theme in Settings. The color schemes found in $HOME/.local/color-schemes should now be selectable
