Add support for user-installed themes (Linux)

Sxnicdesu requested to merge (removed):sxnic/5.1-user-themes into master

Since the previous merge request about adding using-installed themes was a total disaster, I redeemed myself by making a new merge request.

Like in the previous merge request, I have added the ability to display user-installed themes ($HOME/.local/color-schemes) in Settings > Themes. This feature is especially useful for those r/unixporn'ers who would like to flex with their own themes! :D

Test Plan

Settings > Themes The user-installed themes found in $HOME/.local/color-schemes should now be selectable
