Draft: Fix Boost lib problems and Make krita use c++17

  • Cmake min 3.0 -> 3.5
  • Use Boost MODULES
  • Boost min Version 1.70
  • Use Boot::boost instead of Boost_INCLUDE_DIRS
  • Switch to use c++17
  • ECM min value -> MIN_FRAMEWORKS_VERSION
