Android: Properly handle tablet events

Qt didn't properly pass down tablet events which caused problems with hovering, TabletPress/Release.

CCBUG:429940 (I have a feeling that this too will be fixed, but can't verify)

Test Plan

  1. Hover events work with stylus and external tablet (Note: Chrome OS doesn't send hover events from tablets/stylus).
  2. Transform tool, Edit Shapes tool should work properly with no random jumps
  3. Events in tablet logger should be what you expect.
