Models and database changes (cherry-picked from Resource Manager rewrite)

I made changes to models and database that are required by Resource Manager. I wanted to make it separate and rebase RM on it, because that will make it easier for me later to clean up the history.

Test Plan

Changes are working, I just want to get a confirmation all of those changes are desireable.
