LittleCMS: separate and detect the fast float plugin

This MR modifies the CMake toolchain of our 3rdparty LittleCMS to ship the fast float plugin separately, to match upstream's autotools script. It also implements its detection in the find module, and mimics the pkg-config module to detect the math and pthreads libraries.

Test Plan

Build Krita across all operating systems. Check that LittleCMS has its fast float plugin built, linked and called successfully.
