Fix slider steps for dynamic brush tool settings

R. B. requested to merge (removed):dynaslider into master

In current master, a single step of the mass and drag sliders for the dynamic brush tool settings will either empty the value to 0.0 or fill to the max of 1.0. This commit fixes that by setting the steps to .01.

Test Plan

Select the Dynamic Brush Tool, and perform single steps with the sliders by either clicking the arrows, using the mousewheel, or right-clicking for the appropriate action.
