Upgrade cargo-c and specify full version

Amy spark requested to merge lsegovia/krita:work/amyspark/rav1e into master

This should fix cargo not being able to install cargo-c in CI. Tested it with the stable-gnu target of Rust in Windows.

Test Plan

Compile Krita in CI.
