Impl. workaround for cargo install on CI

Implement workaround for cargo install bug reported on https://github.com/rust-lang/cargo/issues/9410

Re-run cargo install if it failed for the first time.

Implemented for and should work on both Windows and *nix, but only tested on Linux. @dkazakov can probably just merge this and trigger an AppImage deps build.

Run a deps build.
