Remove work recursively button

GUI: BUG: 429501 FIXED IN: 5.0.0

Test Plan

  1. Create a file with a few layers and a group layer.
  2. Ctrl+T (For the transform tool)
  3. Select the group layer, click on the canvas. The work recursively button gets disabled.
  4. Select a different layer(not a group), click on the canvas. Work recursively button gets enabled.

Expectation

The work recursively button gets enabled or disabled right after the layer is changed, not after the canvas is clicked.
