New speed smoothing

Victor Moraes requested to merge vemora/krita:new_speed_smoothing into master

The old speed modifier felt way too delayed, this is an attempt to fix it. I reduced the noise in the time measurement by using the event's timestamp instead of the timer inside KisSpeedSmoother. By reducing the noise, I was able to reduce the speed smoothing to something less aggressive.

Test Plan

Speed modifier should feel more responsive.
