Make gradient fill layer and gradient map default to the currently selected global gradient

Makes the gradient fill layer and gradient map default to the currently selected global gradient.

Test Plan

Just select a gradient in the toolbar button and then create a new gradient fill layer or gradient map filter. The global gradient should be selected in the options dialog.
