Change docker lock button to be centred vertically

Change docker lock button to be centred vertically instead of trying to make it aligned with the close and float buttons. This prevents the lock button from shifting up and down when locking and unlocking the docker.

This might cause the lock button to not be aligned vertically with the close and float buttons, but in my opinion this is better than having the lock button jump vertically when it is toggled.

Test Plan

Check that the lock button is vertically centred and doesn't move up and down when clicked on.
