Change tag sorting to sort All and AllUntagged before the rest

Alvin Wong requested to merge alvinwong/krita:alvin/tag-sorting into master

This changes the tag sorting to always sort "All" and "All Untagged" before the rest, so that they are sorted the "right way" in all languages.

Test Plan

Check the tag list ordering in various places (e.g. resource management dialog).
