338470 Add support for Photoshop TIFFs

This MR adds support for reading and writing PSD layers into TIFF files.

Test Plan

Build Krita. Export a TIFF file with embedded layers from Photoshop. Check that you can open, edit and save it, and you can get the result back into Photoshop.
