3rdparty: Build KSeExpr from git master (f8823f7)

Point 3rdparty/ext_seexpr to master to allow testing updated KSeExpr in nightly builds. Note that a new deps build will be needed for new changes to be applied (e.g. translation updates).

The translation fetching step intentionally ignores errors to not make python or svn a hard requirement while letting it work on the binary factory.

Tested on AppImage build only.
