Draft: Replace DBus with KDSingleApplication for single instance policy

Currently, Dbus is used to notify an already running okular instance if the user is trying to open a new okular window and actions are taken accordingly (either add it as a new tab to the already running one or open a new window, based on user preference). This method doesn't work on Windows. Replacing the current method with KDSingleApplication could solve the problem.
