Open left panel if it is closed when 'Open Signatures Panel' is clicked

Yuri Chornoivan requested to merge yurchor/okular:open_left_panel into release/20.08

Just to open the panel in the following scenario:

  1. Open Okular and hide the left panel (F7).
  2. Open a file with a signature.
  3. Click on the "Show Signatures Panel" button.
  4. The left side panel should be implicitly shown but it is not in the current code.
