Fix 424296

To test this:

  1. Open a protected pdf (e.g. autotests/data/protected.pdf)
  2. Select "Text Selection"

The "Quick Annotations" action should remain disabled.

  1. Open a unprotected pdf
  2. Select "Text Selection"

The "Quick Annotations" action should remain enabled and it should correctly show the quick annotations in its menu.
