Add quick annotation minibar action and quick annotation toolbar
Added a new toolbar that by default holds the quick annotation minibar action. From the okular settings it is possible to decide which is the preferred annotation toolbar, and this toolbar is associated to the F6 shortcut and the Annotations
action in the Tools
menu.

Testplan
- Clicking on an action in the minibar activates the annotation tool and set the corresponding action in the quick annotation combobox checked
- Editing the quick annotations in okular settings does not break the behavior described above (actions still in sync)
- Changing the toolbar icons size scales the icons in the minibar accordingly
- Changing the orientation of the toolbar (by dragging it) changes the orientation of the minibar
