When pressing shift, hjkl scroll 10 times faster

GI GI requested to merge giotft/okular:shift-scroll into master

I found the shift+scroll wheel feature very useful to let me scroll 10 times faster. Would be nice to have the same thing when scrolling with the keyboard. This simple patch implements this feature.
