Hide "Capture the current pop-up only" checkbox when it isn't available

Nate Graham requested to merge ngraham/spectacle:hide-transientwithparent-setting-when-its-not-available into master

Similar logic as 2a90a473; there's no point in taunting the user by exposing UI elements to them that won't work.

Did not test X11; @ndavis can you confirm the checkbox still appears as expected on X11?
