Bump KDevelop minor version to 5.9.x

The recent huge refactoring of ItemRepository has certainly changed KDevPlatform ABI. Therefore, KDEVELOP_SOVERSION and KDEV_PLUGIN_VERSION have to change. Incrementing KDevelop minor version automatically increments these two variables.
