Disable "News" display on starting page

Friedrich W. H. Kossebau requested to merge work/kossebau/disablenewsfeeddisplay into release/22.08

For one the unconditional ping-back to kdevelop.org can be considered a privacy violation (only work-around: disable whole page plugin). Then sadly kdevelop.org has been lacking maintenance for some time and the new section is very outdated.

Thus proposing to disabling that section for now.
