Bump KDevelop minor version to 5.10.x

The recent commit 56f3cc14 changed PersistentSymbolTable KDevPlatform API and ABI. Therefore, KDEVELOP_SOVERSION and KDEV_PLUGIN_VERSION have to change. Incrementing KDevelop minor version automatically increments these two variables.
