Disable building against Okteta libraries, no final Qt6 version yet

Friedrich W. H. Kossebau requested to merge work/kossebau/disableoktetausage into work/apol/kf6

Given there are no defined Qt6 cmake package names & versions of the Okteta libs, some if(FALSE) around the old code might be the most simple approach for now.
