Use more target-centric cmake code

Friedrich W. H. Kossebau requested to merge work/kossebau/moretargetcentrism into master

ecm_qt_declare_logging_category() takes a target argument only for ECM >= 5.80, thus the bump (and the implicit ones of Qt and CMake).
