add tumbler time picker component

The current time picker performs poorly in dark themes. https://invent.kde.org/plasma-mobile/kclock/-/issues/52 Actually, it doesn't quite work. #2

Instead of making the old design work, I proposed a simpler time picker using tumbler. Nothing fancy, but shouldn't break so easily.
