Use KDECompilerSettings instead of KDEFrameworkCompilerSettings

Friedrich W. H. Kossebau requested to merge work/kossebau/usekdecompilersettings into master

The latter is only for KF modules to use.

Also...

  • bump min KF depdence to get KDE_COMPILERSETTINGS_LEVEL 5.58
  • include the KDE cmake modules as first thing, as their settings can influence other included macros.
