Draft: Port to CLDR

Joshua Goins requested to merge work/redstrate/port-to-cldr into master

This replaces the magically created JSON script with .dict files generated taken from plasma-emojier. These are installed on the system and aren't packed into the library.

This is needed to reliably reproduce the emoji file, and other future features which require annotation data.

It "works" but is a WIP still.
