plasma-window-management: allow to report which apps are starting

Aleix Pol Gonzalez requested to merge work/activating-processes into master

This allows a task manager to display which apps are starting.

Alternatively, we could create the window eariler in a "starting" status, which could make for better handover but I have the feeling that it might be a bit too much.
