Update readme with info about developer environment set up in KDE Neon

Take advantage of setting up preparing my developer environment I thought that I could document the process for helping new developers. With this information new developers are able to start developing easier.

Also, I have created a new folder .vscode with configuration files for develop in VSCode. This files are not finished so I will continue updating it.
