CMakeLists.txt.user file should not be in version control, should be .gitignored

See frameworks/kconfig/.gitignore line 20 "CMakeLists.txt.user*". QT Creator 10 "No valid settings file could be found. All settings files found in directory "~/kde/src/paleta/CMakeLists.txt.user" were unsuitable for the current version of Qt Creator, for instance because they were written by an incompatible version of Qt Creator". ~/kde/src/paleta/CMakeLists.txt.user says "Written by QtCreator 4.13.3, 2022-08-03T11:22:28.".
