Move Clear Playlist action to the header

Tranter Madi requested to merge work/trmdi/arrange-playlist-buttons into release/22.04
  • Move Clear Playlist action to the header since it should be in the same group with Save, Load action
  • Load should appear before Save like in all other apps
  • Load and Save are hidden to make the toolbar clean
