Add CI template for building APPX packages on invent

Reason for the change

We want to retire Binary Factory. Therefore we migrate building of APPX packages to invent.

Test plan

You can download the built APPX sideload package and test it. The APPX packages are not signed because we only sign APPX packages on release branches (and on master).
