Add GitLab jobs to sign and optionally publish Microsoft APPX packages

Reason for the change

Adds the possibility to submit APPX packages built for Elisa to the Microsoft Store. (The submission then needs to be committed in Microsoft Store to trigger the publication process.)

Test plan

The jobs are only added to the pipeline on release branches (and on master), so that testing can only take place after the merge.
