Proxies are not automatically generated for .mlt files

Working from git 2021-10-15 on Arch Linux.

Having enabled proxies for my project, clips that are dragged in automatically get proxies generated for them. When I stabilize of speed up a video on the clip jobs, the mlt file output does not automatically generate a proxy.

When I open a mlt file in project monitor, the file also does not automatically get a proxy.

As some of the transformations on in the mlt files are quite heavywieght, it makes a huge difference to have proxies enabled.

When I do manually generate a proxy for a .mlt file, it would also appear to generate that proxy from the proxy of the original clip the .mlt file refers to. This causes quite a bit of degradation that's not needed.

Why proxies in this day and age of fast computers? Well, camera technology also has jumped ahead... ;)
