Add option to not pause the playback while seeking

Previously the playback always stopped after seeking on timeline. Now there is an option in Kdenlive's configuration under Timeline settings to "Pause playback when seeking" (enabled by default), which can be used to turn this behaviour on or off. If it is disabled and the user seeks while the video is playing, it continues to play.
