Add description to save stack effect dialog

we've modified the dialog used to save the new effect name to now accept the name and description. If no description is provided, a yes/no dialog confirms with the user if it should be saved anyways. The description is not being saved, although the name is properly saved. how the name is saved and how should we save the description?
