KDE Neon Docker improvements & fixes
I thought I would be a great idea to change the base version from bionic to focal, considering how many people are switching. Also, I fixed a few problems with the docker image itself. Docker wasn't really happy about changing from Ubuntu 18.04 to 20.04, but I managed to make it stop whining.
This version doesn't only comply to the unstable version, as you can easily change the version in neon.list
Btw, this is my first contribution on invent.kde.org :D
