Add ocean-sound-theme package to Neon Unstable

Completing one of the tasks in plasma/ocean-sound-theme#9 (closed)

We'll keep Oxygen sounds as well as the new Ocean sounds, however, Ocean will be the new default. I used the package ocean-sound-theme which is cited in https://community.kde.org/Plasma/Plasma_6#Sources. I noticed there's also ocean-sounds which is probably duplicated. I made a topic in the issue linked above.
