@jriddell Merge from salsa and archived backports-focal repos. Will at least try and build 5.15.2 now.

i'm not sure if it is a feature or bug in pangea-tooling - /lib/ci/tar-fetcher/watch.rb which makes uscan always choose an earlier version if there is an existing tarball. see timestamps 19:38:45 in pyside2 and also time stamps 20:28:52 in pyqtwebengine.

Guess an up to date changelog is needed
